Tough one...is it possible you need the Fatcat or Powderhound in the Yakima line? If you have the factory rack, you might need one of these.

will a ski rack hold 2 pairs of skis and 1 snow board ? Yhis would be for a 99 chevy Tahoe with factory luggage rack on top

This rack will clamp down up to 6 skis, it will definitively hold your 2 pairs of skis plus the snowboard.
