is the size 5 kids for girls 9-11 yrs old

With the UGGs, it is a natural material, so it may stretch a bit. If your child's typical shoe size is a 5, it should be fine. However, if she wears a 5.5, you might want to purchase a 6. Sizing is based on what your child typically wears other than that.

Are these true to size? I've heard that they run as much as one size larger than the "real" shoe size.

Order your regular street shoe size, but I recommend if you are a half size to size down, as the boots tend do tend to stretch out slightly.
