Why doesn't this brand give you a waterproof and breathability rating, for example 15k or 20k like other brands?

Good question! GORE-TEX fabrics have different ratings. This jacket is a Pro-Shell 2 layer which means it is 28k waterproof and it has 25k breathability. You might also want to check out the Spyder Sentinel Insulated Ski Jacket which is very similar!

The chest measures 23" from side to side and the sleeve measures 22" from arm pit to wrist.
