can you use this jacket for skiing and wear a fleece under it?

Good question. When you are skiing, you exert a lot of energy so it is good to have a jacket with a good waterproof rating (10,000 or above) AND breathability rating (10,000 and above). Also, a powder skirt and insulation would be great options. This jacket is great for spring and fall rain storms, but maybe not the slopes.

Is the inside of this jacket lined with fleece or some type of liner?

This is a shell jacket and does not have any fleece or liner. You would need layers underneath.
