No this coat does not have cuffed hems. If you are looking at the sleeves, that is Velcro to adjust the wrist size.

Can this also be used for a boy or does it look to girlish? What is the insulation like?

This jacket is for girls so it does have a slightly feminine cut to it. This has a 140g of insulation which is really warm. If you are looking for a similar boys jacket take a look at the Spyder Defender Jacket.
