What waiste size are medium and large

The waist for a medium will be 34 inches and a large will 36 inches.

What is the waist and inseam on a small. I am 5'3" with a 30-31 waist and having a hard time finding pants that aren't way too long and baggy

The waist for a small would fit you perfectly. The inseam is 31". These pants are not overly baggy and have more of an athletic look to them.

What is the inseam on the XXL? I am 6'5" and have a waist size of 36-38..

The inseam on the XXL is 32.5 inches. Measured from the crotch to the end of the cuff.

What is the inseam on the large? Also, how warm are these pants?

The inseam for a large is 32. These pants have 40g of Thinsulate insulation which is going to keep you warm, without overheating your body while you are active. You don't need as much insulation in the pants as you do in your jacket because your legs are generally much more active.
