Would these pants allow for good range of motion for golf - or are they truly like tights?

They do fit snug like tights, but as they are designed to be worn for sports they stretch pretty well and should work out fine when you golf.

Is this good for cross country skiing ?
Is this worn as an outer layer or do I need another layer on top of this ?

This is long underwear for a base layer. You will need another layer on top of it.
