Is it a strap( like what the buckles have attached to them) between the legs or more of like pouch like a one piece swim suit bottom?

It does have more of a bottom that you little ones legs can fit through. They can sit in it almost like a seat.

Will this vest be appropriate for a newborn? We are having one in June and want to go out on the boat, but not if we can't find a vest approved for her.

Congratulations!!! This is the only type of vest that you are going to find for infants. It is for use on babies that weigh under 30lbs. When she gets closer to her first birthday, you can upgrade to the traditional vest for her.
