Are these pants insulated? Are they suitable for really cold weather?

This pants have a fleece lining, however in order to stay warm in cold weather, you're going to need thermals underneath.

Would a size 8 waist adjust down to 21 inches, or am I better off with the Obermeyer Tahoe II w/ suspenders for a build that slim? Are both similar in terms of warmth & waterproof rating? Thanks!

A size 8 will adjust down to a 21" waist. Both pants are similar in terms of waterproofing. As far as warmth, the main difference is that this pant has a fleece lining whereas the Tahoe II Pant actually has insulation (with a soft nylon lining). Depending on where you are located, would you rather layer so that the pants can be worn even in mild temps or do you need something with the added warmth due to the conditions where you live?
