How would you describe the feel of the fabric on these pants - "soft" or "stiff?"

I'm going to say stiff because this is hardshell fabric, not softshell. However, it is stretchy and comfortable so I don't want to give the impression that it is truly stiff.

how do i know what size? waist 28, hips 36inches

Take a look at the measurements in the sizing chart. This is typically the most accurate way to fit. If you don't match up perfectly I would err on the side of the waist measurement because it is more crucial that this be correct.

There are no elastic on the waits but it has belt loops.

We don't recommend wearing jeans under ski pants. Usually you would want to wear thermals underneath. These pants have a tight jean-like fit.
