Is this good for 20 deg temp? Is this water repellent?

Yup, this would be a great jacket for that temp and you would definitely stay warm. But this does not have the water repellent feature.

1. Does this jacket have a powder skirt?
2. Are there thumb holes in the cuffs?

This is a great winter jacket but it does not have a powder skirt or thumb holes like you would find on a ski jacket. It will keep you warm, but it isn't ideal for a day on the slopes.

Will the jacket block the snow out while skiing, and not let any water in?

This jacket does have a water resistance to it so it will keep the snow off of you. It is not completely waterproof, so if the conditions are really wet, this jacket will not be able to keep you completely dry. It a really fun casual jacket for everyday wear!

Minnesota "cold baby"- that's me! I already own the white Downtown coat but I wanted the jacket too. I adore the coat!! It is warm and snuggly and has a feminine cut, so I feel like a girl in it instead of a linebacker. I remove the hood since I am not a hood person. They are both lined with the softest material imaginable (picture the newer stuffed-animal fur). The color is a nice soft off white, nothing glaring. If you have a tough time staying warm, and looking cute at the same time, this is for you.
I am 5'8"' 130 lbs, and in the coat version I wear the medium. In the jacket (this one) the medium was a bit snug in the arms and wouldn't allow for much of a sweater so I returned it for the large. I have long arms, and this helps. The cut of this jacket is not quite as feminine as the coat, but it is still cute and does not look completely boxy either!
