Can these be worn as a top layer? I'm going skiing in February and hoping for a spandex type pant to wear instead of the baggie ski pants, will this work?

This particular pair of pants is a base layer and is not water proof. they are great for working out and such, but offer no waterproofing so would not be appropriate as an outer layer.
