can I use this shoe at -40F

This boot is rated to -20F degree weather. If you're looking for a warmer boot try a stronger insulation. Check out these boots that do have a -40F protection:

I usually wear a 7.5 shoe but my ankles are large....what is the circumfrance of this boot at the top?

If you have any concern about the width of a boot from the ankle up, this is a perfect option. The top has so much give and stretch. They manage to go over the ankle, they give a lot so they shouldn't be tight, and they still keep your foot warm. Perfect!

If you already own a suede protecting product, it wouldn't hurt to spray it on these boots for EXTRA protection, however these boots are good to go! They are already weatherproofed for you to wear in various winter conditions.
