If you just can't keep your feet warm, you need Hotronic e3 Boot Heaters. This system is battery powered, and lets you literally turn on the heat. The wiring gets laid beneath the insoles in your boots and the battery packs fit snugly on the back of the cuff. There are 4 temperature ratings, letting you choose moderate to high heat.
