Will this parka be warm enough for the freezing cold weather and wind that we have in Chicago? Will this parka also, be weather proofed enough? I have a short down Bogner ski jacket in a size 10 it fits a little snug. What size would you recommend?

This jacket will definitely keep you warm. It does have a water repellent finish but, I wouldn't suggest you go out in the most ugly winter day. Bogner and Fire and Ice are made to fit snug, that is their style. However, if it makes you uncomfortable, you can always go a size up.
