Yes, the boots are true to size. However, keep in mind the type of socks you will be using because those take up extra space.

Is the size 3 the sizeafter kids' sizes 12, 1 , 2 then 3? or is it a 3 for a toddler? My daught is 7 years old

These are kids, not toddler sizes. So your daughter should fit in them.

easy on / off

It was very comfortable, and not slippery on icy/snowy road. My daughter did not have a hard time putting them on.
