What does lightly insulated mean? Would I need to layer underneath?

It depends on what temps you will be in. This only has 40g of insulation, so is good for Fall/Spring temps in most parts of the country. For Winter, a layering system would have to be used.

I am 5'6" and 130lbs and this jacket fits me pretty well. That being said, I have pretty long arms for my size and usually my jacket sleeves are too short. This jacket's arms are actually long. Plus, the cuffs around the wrists are showing quite a bit of wear already and I've only had it about a month. I wore it snowboarding in 16 degree F weather and was pretty cold. Layering is definitely needed.
Other than that, this is a good jacket. I'm guilty of purchasing it because I like the garnet color and it's a bit tailored, so I can wear it around town.
